COMMUNITY-BASED HEALTH PYRAMID AND DATA FLOW
Health is often classified as a universal right. Having an effective healthcare system is the most important public action to achieve humanitarian goals. The starting point is the qualification of Primary Health Care (PHC), aiming to reach all segments of society with an integrative approach. It operates at the base of the health pyramid, distributing resources for prevention, education, and primary care. Clinical epidemiology data indicate that momentarily 10% of the population will be at risk, needing some type of clinical care. PHC is capable of resolving most of these cases with outpatient and local hospital care, through medical interventions classified as low and medium complexity. Only 15% of the at-risk population will require referral to high-complexity regional or national hospitals. The population-based health pyramid, shown below, illustrates the distribution of healthcare for a hypothetical community of 100,000 people.

In this ideal model, it was assumed that the recovery rate would be 95% in primary health care and 65% after highly complex procedures.
